Would this be considered a car accident?

I almost hit this car, but luckily i heard his horn and swerved to the left, therefore we did not hit each other. There is no damage to my car however he stopped abruptly and his truck's tire may have skidded the side of the island. There appeared to be no damage, but we did exchange information.
